roswiki export failing due to missing neo python module #313

It needs to be installled in the venv

I'm tracking resolving this with OSUOSL.

Neo is installed now, but there still seems to be an issue with the tutorials rendering with the clearsilver templates.

Not sure if this is related, but some other pages are also not rendering. For e.g. the move_base page.
