Potentially youtubers posting their contents #345

E.g. In ROS/Tutorials/CreatingPackage rev130, @tfoote removed Youtube video saying "removing 3rd party content". An year later somebody posted another video on the same page. Since it's wiki, I can see how hard to monitor these changes.

I agree with removing the inappropriate contents. Then, the videos removed in the above cases look related to the content of the page as far as I briefly watched them. So, unless I'm missing, the wiki page editors might appreciate some clarity on "What video is acceptable and what's not?".

Those sound like pretty good guidelines. Having something like this would be good. This is part of why we're moving away from core documentation being in a wiki and being on github so we can control it better.
