Allow to run superflore with --dry-run without SUPERFLORE_GITHUB_TOKEN #246

gh_upstream initialization needs SUPERFLORE_GITHUB_TOKEN to be defined, but gh_upstream is only needed when creating the pull request, move the initialization to pull_request function.
