[Interfaces] USV Standard Interfaces #18

Background

As ros2 usv developers, we need a standard set of interfaces for generic USV operations so that it is easier to integrate and developer for multiple platforms.

@arjo129 This card isn't on the board yet. Which column should it go to? I see that the related #17 is in Done. Should this ticket go to Todo or Done?
