Update CI for melodic #131

Move CI to using the testing repository (as this represent packages that will be part of the next ROS sync it is better to test incoming PRs. Here it'll allow to depend on packages like naoqi_libqicore that haven't made it to the main repo yet) Melodic job are not allowed to fail anymore

Nice. Do we know when the next sync will happen ? I checked here but there is no information for 2020 yet

That's the right place to look :+1:. I would expect the announcement to be made soon as the last sync was a month ago, usually syncs are every couple weeks.
