Missing licensing information #42

Can we redistribute that URDF freely, or use it in a sold product? The license under which all of this is published would be useful in a LICENSING file at the root of the repository.

Hello, This is a meta-package with several packages inside and URDF is in pepper_description. The license is there, right in the package.xml
