Move Motion Primitives to Robot class #378

Once nav2_robot package has matured, we might want to consider having nav2_motion_primitives as part of it.

While I agree the behaviors can be robot specific, there should be some defaults that can be overridden when needed. Most users will probably just use the defaults, but more advanced users can override and create their own.

I was actually refering to the nav2_motion_primitives. I updated the title and content.

With the robot class going away, this is no longer applicable.
