Make BT nodes have configurable wait times (manual backport of #3960 with the later fixes #4178 #4203)

I truly understand the concerns of @SteveMacenski here: I checked to the best of my knowledge the history if there were any other related PRs.

I get the same failures with colcon test as on the humble branch. So let's give it a try for a review here.

@christophfroehlich, all pull requests must be targeted towards the main development branch. Once merged into main, it is possible to backport to @humble, but it must be in main to have these changes reflected into new distributions.
