Currently the modern gazebo simulations is not working with multirobot configs and is blocking release of Nav2 to Jazzy. In favor of expediency, this PR removes support for the multi-robot launch files and configurations for the time being to unblock the release. It is definitely open to be added back by community contribution if it can be fixed!
