Backport cmake updates from Chris to Jazzy #4647

Has some merge conflicts that need to be carefully handled. Didn't get to it today during the routine monthly sync, but should do it next week.

Also make sure to add in https://github.com/ros-navigation/navigation2/commit/47a1235ceee5f95ce738af01c84ce9e468463ded

Cannot be backported unfortunately in whole, so I think its best to leave it for Kilted and newer :(
