note that because I do not have permission to merge and release https://github.com/ros-perception/camera_info_manager_py/pull/16, this package drop dependency to /camera_info_manager_py
FFR: Use https://github.com/lucasw/camera_info_manager_py/tree/noetic-devel meanwhile.
