Bloom build for ROS 2 Dashing release #125

Hi @mjcarroll, We are going to bloom build ros2_object_analytics and ros2_intel_release for ROS2 D release, but our packages depend on image_common. Would you please help to build image_common for ROS 2 Dashing release? Or someone else would help on this? Thanks.

as checked, already include in Dashing rosdisto release.
