Release kinetic-devel branch into kinetic and melodic #58

https://github.com/ros-perception/laser_geometry/pull/56 ups the cmake version for noetic. To keep all non-EOL branches of laser_geometry on the same branch, I'll change the release branch for kinetic and melodic to kinetic-devel and do a release.
