[ros-o] patch sets melodic+ #89

The pr targets kinetic, but these patches (which are mandatory for ros-o) are compatible from melodic+, so you will want a new melodic-devel or noetic-devel branch.

This PR is targeting an EOL ROS distro. Feel free to reopen this PR in a newer PR if this is still relevant
