update license to BSD #77

Since original gmapping source and ROS openslam_gmapping package has been updated to the BSD-3 license (https://github.com/ros-perception/openslam_gmapping/pull/29), I think we have no reason to use CC (by-nc-sa / Attribution, NonCommercial, ShareAlike) for slam_gmapping package.

package.xml says the author of this package is @gerkey and also each file header says these files are authored by @kevincwells, @laurent-george. Are you OK with changing license to BSD (or other)?

I'm OK with that change.

Strictly speaking Willow Garage, as copyright owner for the work I did at that time, should make the decision. But: (a) at this point it's not practical to get someone representing Willow Garage to comment; and (b) I'm confident that if we could ask Willow Garage for permission the answer would be an unambiguous yes. So I feel that this license change can be done in good faith.

@gerkey Thank you for replay and comments. I will release BSD-version of gmapping to melodic.
