Hi @ijnek, this change broke Galactic builds on RHEL: https://build.ros2.org/job/Gbin_rhel_el864__cv_bridge__rhel_8_x86_64__binary/

Any chance you can take a look? This is blocking packages up to the desktop variant and is therefore a blocker for the next Galactic sync.

Thanks @cottsay, I'm not quite sure why I wasn't getting the emails for the build failure. Let me revert in rosdistro until this is resolved.

We still don't have developer mail enabled for RHEL builds - there's still a bit too much noise to do so.
