Remove eband_local_planner #23

There is a fork of eband_local_planner here: https://github.com/utexas-bwi/eband_local_planner. It's already released into indigo and kinetic. And I'm bugging them to release it into Lunar and Melodic as well: https://github.com/utexas-bwi/eband_local_planner/issues/28.

@jack-oquin @piyushk : You are going to continue maintaining that repository, right? For some context, I've joined @DLu as maintainer of this repo and I'm preparing to release it into indigo, kinetic, lunar + melodic.

@DLu : What should we do about the eband_local_planner in navigation_experimental? It seems it has found a permanent home elsewhere, so I would suggest to simply delete it from navigation_experimental.

I apologize for the slow response. I've moved into a new position since my time at UTexas, and cannot guarantee if I'll be able to support maintaining that package. I'll check with Jack and get back with a better answer. We are still using the package on the utexas robots, but have not moved past Kinetic.

To be honest, I don't know what real purpose this repo has. I'm fine with removing eband.
