Follow up to https://github.com/ros-planning/navigation/pull/502 since move_base_msgs moved since the PR was made.

LGTM - what distros are we releasing this into? Melodic + Noetic I presume?

Yeah, those two sound good, but let's wait for one more possible PR via https://github.com/ros/common_msgs/pull/152/files before releasing.
