Copied entirely from https://github.com/ros/common_msgs/pull/152 except I fixed the spelling of a word.

I'd rather have this in nav_msgs so that its released out to both ROS1 and ROS2. I followed up there on "why isn't this done yet?" since there doesn't seem to be any objections and its been soaking for a long time
