fixes for compile/packaging on noetic #12

due to package changes in orocos-bfl, changes need to be made to the package files in order for bfl to be found. These changes have passed prerelease tests for noetic/focal.

@davefeilseifer sorry for trouble on .travis.yml. we need to change catkin_workspace ws for latest buildfirm code, please see #13 for fixed version.
