fix missing hardware interface in joint1 (reject this) #3

Not 100 % sure, this may come from the gazebo_ros_control package.

I created new PR for this #4, I just added hardwareinterface tag to joint tag, but this PR removes actuator tag,I'm not sure which is correct.
