Update policy file for Foxy #35

Updated the policy file for ROS2 Foxy, while also splitting profiles into separate smaller enclaves.

This is working with rmw_connextdds , but still not with the default rmw, as nav2 still stalls at lunch:

One can export ROS_SECURITY_ENCLAVE_OVERRIDE=/ (that just uses * permissions) for every launch command in common.conf file, and still encounter the DDS security errors:
