Follow latest instructions from https://docs.ros.org/en/rolling/Installation/Ubuntu-Install-Debians.html#setup-sources - and remove the "apt-key is deprecated" warning issues

Hmmm - it stopped running ~2 weeks ago and I can't quite figure out why. Looking into it. Including didn't run for the PR

I think it was the automatic disable after 60 days of no activity thing. It's unfortunate, I don't know how we should work around it. But for now it's back on so the CI is running
