Prepare new Rolling release #93

Opening this just to make sure the versioning is OK. Once this has been approved, I'll tag the version commit and push to the rolling branch.

Before creating distro-specific branches (#62), we had version 1.1.0. I now bumped Humble to 1.1.1 (#91), Iron to 1.2.0 (#92), and Rolling to 1.3.0.
