Be able to scroll up and down, not only zoom-in and out the timeline

New behavior:

If there's no scrollbar, mousewheel will zoom-in/zoom-out timeline.
If there's scrollbar:
- mousewheel will move up and down (topics)
- cntrl+mousewheel will zoom-in/zoom-out timeline

I think ctrl-scroll should always zoom and scroll should always scroll the page and do nothing if all the topic fit on the screen.

Fair enough.

Failing that, if you don't want to change existing behavior, then I think scroll should always zoom and ctrl-scroll should always scroll.

IMO, though it's breaks the existing behavior, I think it's more intuitive to use scroll to scroll the page and ctrl+scroll to zoom in/out.
