Cleanups to the install scripts. #103

This bring rqt_reconfigure in line with the rest of the rqt tools.

One caveat here is that I have not tested this on Dashing yet, so we may need a new branch if this doesn't work there.

I just tested it out on Dashing, Foxy, and Galactic, and it seems to work on all of them. It also works on Windows in Galactic. So I'm going to go ahead and run CI and then merge this.
