Doubled up --install-scripts in python_distutils_install.bat.in #24

The batch script already has an --install-scripts option, but SETUPTOOLS_ARG_EXTRA also adds the same option. However, it doesn't enclose the path in double quotes.

Don't add a redundant argument
- Removing should solve the double quotes problem.

Removed it from catkin/cmake/python.cmake.
