add appveyor config to melodic branch #91

As I didnt find time to iterate on this and that the CI (travis and appveyor) saw a major rework in https://github.com/ros/class_loader/pull/106 I'm going to close this as incomplete and outdated.

Getting appveyor on a ROS 1 branch will require building all dependencies from source before building and testing this package.
