Update CONTRIBUTING.md #16

This fixes the URL to the CMake doc about writing Modules

This documentation is for version 3.0, so I am not sure if that is the same content.

I saw that too, but the previous link was targeting a .txt file in the master branch, which would probably contain the same contents if it still contained anything at all. I read through it, and the conventions seems to be consistent with what I have always seen.

If it makes you feel better, I'll look for a version of the Modules/readme.txt that corresponds to 2.8.X
