Add license file #62

I notice urdfdom and urdfdom_headers had a license file in the repo, but not console_bridge.

I took the license file from urdfdom and checked that it was the same as the licenses included at the top of the console.h and console.cpp source files.

thanks for your contribution, but it looks like the license was already added by #65
