remove deprecated parameter_generator.py #120

This was for rosbuild and shouldn't be used anymore.

This will allow to get rid of the duplicated code and keep a single generator to cleanup and test on Ppython2/3.

TODO for ROS Noetic with a prerelease on all existing packages and update the ones that still use it
