Branch eigen_stl_containers for Galactic? #18

@clalancette thoughts?

The current state is master is ROS 1 and ros2 is Foxy, Dashing, Rolling. Should we branch for Galactic? Branching for Galactic means we can merge PRs as breakages in Rolling, but then there need to be devel branches for Dashing and Foxy to support ros_install_generator users.

How about we create dashing and make Dashing, Foxy, and Galactic use it? Then ros2 can be the Rolling branch only.
