Release new version of std_srvs that includes SetBool.srv #8

The documentation already explains the usage of SetBool (http://wiki.ros.org/std_srvs) but there is no stable release for it. Can you please release a new version of std_srvs

Version 1.11.2 has been released and will be available with the next sync in Indigo, Jade and Kinetic.
