I noticed that the commit that bumps the version in the repo is titled "[Rolling] Release 0.28.1" but it bumps the versions to 0.29.0: https://github.com/ros2/rosbag2/commit/efd8d39843ce47500fde900178755b7550a4be73

Is 0.29.0 the intended new version?

yes, It's intended, my bad I merged the PR with the wrong name
