Bump version to 3.0.0 #162

After merging 1.x and 2.x branches and following @clalancette suggestion, let's bump the version to 3.0.0 and create a new source release.

Change can potentially affect any build relaying directly on the master branch looking for version restrictions related to 2.x or similar. We need to run ros2 buildfarm CI at least on this change.

all there is to do after merging this is make a tag
