I think the url of download tinyxml does not response for some reasons. Maybe you can try to replace the url by https://downloads.sourceforge.net/project/tinyxml/tinyxml/2.6.2/tinyxml_2_6_2.tar.gz in ros2_ws/src/tinyxml_vendor/CMakeLists.txt
