Add libspdlog-dev to the Ubuntu Dockerfile. #662

We should install this from the system so that we don't build the vendor package. While we are in here, remove the now unused liblog4cxx package.

I've verified that before this PR (i.e. https://ci.ros2.org/view/nightly/job/nightly_linux_release/2270), we were downloading and building spdlog from sources. After this PR, we are no longer doing that. With the approval, I'm going to go ahead and merge this in.
