We'll need a bunch more information, including the OS you are on, the release you are working from, etc. I'm going to close this out, but please open a new issue, making sure to fill out the entire template so we know the details of what you are trying to do.

@clalancette looks like this repo doesn't have an issue template. The issue was duplicated at ros2/design#205
