Update article numbering #294

Fixes https://github.com/ros2/design/issues/288#issuecomment-659576821.

This PR:

Avoids colliding article numbers.
Groups articles on the same topic right together.
Numbers some of the unnumbered articles.

I've also updated all cross-references to the articles that were renamed.

There are still some unnumbered articles, but at least less than before.
