Update README.md Quality Level #119

A very minor edit as I noticed the rosgraph_msgs Quality Declaration was updated to QL1 but the ReadMe didn't reflect the change

(also please let me know if its too much hassle to make pull requests for minor documentation changes and if there's a better avenue to take for small edits like this)
