After we branch off the new distribution from Rolling, we need to bump the minor version of all packages in Rolling. From then on, all packages in the new release (say, Jazzy) will only bump the patch version, i.e. the major and minor versions are fixed.
We do this to ensure that we never have interleaved package versions, i.e. that Rolling package versions numbers are strictly greater than the versions in the released distributions.
