Come up with release timeline #7

Come up with a timeline for the release. You can see what this looks like in http://docs.ros.org/en/rolling/Releases/Release-Humble-Hawksbill.html#release-timeline (the PRs that added it are https://github.com/ros2/ros2_documentation/pull/1613 and https://github.com/ros2/ros2_documentation/pull/1750).

Note that this timeline should be discussed at the ROS 2 weekly, and with the TSC, before merging.
