Updating obsolete links in the QUALITY_DECLARATION.md files, re: ros2/docs.ros2.org#52

apologies for the confusion on this... I was working on a script to automatically update quality declarations for each package that has them, and i seem to have found a bug on the pull requests... please ignore.
