Missing quality declaration #60

According to ROS REP-2004 every ROS 2 package should have a quality declaration. The one for iceoryx is addressed here: https://github.com/eclipse-iceoryx/iceoryx/issues/910 but it is still a separate one for this repo needed.

Action points:

[ ] Capture current level in a quality declaration markdown file
[ ] Add missing quality measures in separate GitHub issues
[ ] Identify gaps for the higher quality levels and document them
