Added a new talker app as a ROS prototype. This app increments a variable and sends the up-to-date value at each increment to a PC using Tinq DDS when connected via Ethernet.

Shall we consider this PR or would you prefer re-submiting it? It'll be great to have the 7c3e922 commit rebased into 694103e.

Sorry, I actually wanted to pull request to the other fork, that's why I tried to close the request. Apparently, there's no way to delete it. However, if you'd like to have it, I could reopen.
