rosbag2_bag_v2_plugins package is not building on Rolling. #37

While preparing for a Rolling sync I noticed that the only current regression is in the rosbag2_bag_v2_plugins package.

Recent builds show compilation failures. It may be that these issues are resolved and only a new release is required.
