fix documentation for costmap color scheme (backport #1199) #1201

color for value 0 is set explicitly to black/transparent, and not blue: https://github.com/ros2/rviz/blob/rolling/rviz_default_plugins/src/rviz_default_plugins/displays/map/palette_builder.cpp#L121
