Xosera detection in Newlib #3

Recent Newlib changes have made it so that the Xosera lib will only work with the new 2.5 ROM, due to changes in the way Xosera is detected at boot.

We should make it so that this is detected (perhaps using an additional bit in the ROM version) and, where not available, Xosera detection falls back to the old way.
