New features and translations

New features:

• Support for anonymous LDAP binding
• Support for gettext() translations in websutil.py and services.py
• GWT: Display message when no solutions have been submitted (instead of displaying an empty table)

Language translations:

• Proper gettext() translations for English and Romanian
• French translations for GWT and gettext() strings (credit to Laurent Bindschaedler laurent.bindschaedler@epfl.ch)

NOTE: This is a first crack at using .po translation files, generated with xgettext. If anyone has more experience with this, please check the correctness of the approach.
