Names for questions #361

Question management is rather chaotic in my opinion. Questions do have an id, but that is no useful. There should be a name assigned to each question. I am thinking Moodle. Moodle has good question management systems. You add questions of different types that you can use in different quizes.You are forced to put a name in. And name could be "2013_quest_01". You can further sort them in category. WoUSO has tags, which is a very good thing, but if they are not used (and they are not) it brings chaos.

Rather than adding names to the questions I would improve tag usage. Why aren't the tags used? Maybe we can improve the set tag interface.

Because they are not mandatory :P Lazy people don't fill in things they don't need :P

Tags are actively used now. No need for question names.
